고 싶다 go sipda is what you want to do yourself: 여행 가고 싶어요, "I want to go traveling". (으)면 좋겠다 literally means "it would be good if…", so it can be about anyone or anything, including the weather:
"I want to go traveling."
"I wish my friend would come with me."
"I wish the rain would stop."
It also works for wanting something for yourself, and it's a bit softer than 고 싶다: 좀 쉬었으면 좋겠어요, "I'd love to get some rest".
